For that, you will actually have to connect a webcam to the computer. Once it's attached and works, restart the Android SDK application and emulate the Android version you need. Access the camera, and it should work correctly. This is the only way to record in the Android SDK. The camera should have all the features you need. There is no need to install another one.

To factory reset the phone through Android SDK Tools, firstly install it and then access the command prompt. Go to Start > Run > cmd. Once you are in the command prompt, type adb shell recovery --wipe_data. The phone will restart and then initialize itself to the factory condition.

Try downloading the slim installer of Android SDK Tools and then run the installer as Administrator. It's necessary to install this way for the application to set the right paths in the registry and access to registry is permitted with a username having Administrator rights.
